Notification and upload progress fixes

Fixes so release notifications and vault upload progress stay visible as you move around the app.

Improvements

Vault upload progress follows you across pages. Upload progress now stays visible on every page, so you can track vault uploads while you keep working.
Release notifications persist across navigation. A new release notification now stays visible as you move between pages instead of clearing when you navigate away.
